Proclamation

Logo of the Neustart Kultur program of the Federal Government Commissioner for Culture and the Media In this funded conceptual art work, GeheimRat solicited comments from experts in the United Nations (OHCHR, UNCOPUOS, UNOOSA), the ETO Consortium, NASA, ROSCOSMOS, ESA, CNSA, and the legal field. The subject is the announcement that Elon Musk has hired SpaceX's general counsel to draft a constitution for the planet Mars.

Comments received were forwarded to SpaceX's General Counsel, Vice President, COO, and CEO Elon Musk, who were also asked for their assessments.

Basics and essence

– the Outer Space Treaty of 1967
– the Charter of the United Nations
– international law

The claim of sovereignty, such as the installation of a constitution, by a single nation or by non-state legal entities (such as the SpaceX company) would consequently be unlawful.

If any of the Contracting States fears interference with the use and exploration of outer space and celestial bodies, it may request consultations on planned undertakings and experiments.
